M. EVAN BUCKLEY is a senior associate attorney with Goss Samford, PLLC. Screen Shot 2015-07-30 at 4.34.06 PMEvan has significant and varied legal experience in both the public and private sectors, and his practice has included employment law, creditors’ rights/collections, local government and legislative processes, and general civil litigation.

His focus and passion at present is energy and utility law; Evan works closely with Mark David Goss and David Samford in assisting clients successfully resolve the myriad issues faced by utilities in the Commonwealth, including those related to ratemaking, financing, regulatory assets, contracts, complaints, and certificates of public convenience and necessity, among others. Following the recommendation of the Mayor and approval of the Urban County Council, Evan is currently serving a four-year term on the Lexington-Fayette Urban County Government’s Ethics Commission.

Evan has also served as Countywide Director for the Credit Abuse Resistance Education (C.A.R.E.) Program (a credit/money-management education opportunity for thousands of Kentucky high school students across Fayette County), and as Faculty for various seminars in the legal field. Evan has been named to the 2015 and 2016 Kentucky Rising Stars list by Super Lawyers®, a distinction bestowed on no more than 2.5 percent of attorneys in the state.

Evan is a graduate of the University of Kentucky College of Law, where he served as a member of the Kentucky Law Journal, Moot Court Board, and Honor Council. While at UK, Evan was awarded the Thomas P. Bell Law Scholarship, James & Mary Lassiter Fellowship, Redford Fellowship, Presidential Management Fellowship (declined), and International Trade Law CALI Award. Evan earned his B.S. in Political Science from the University of Louisville, and he is an alumnus of the McConnell Scholars Program, Harlan Scholars Program, and National Merit Scholarship Program. Evan is licensed to practice before the U.S. Court of Appeals for the Sixth Circuit, both U.S. District Courts in Kentucky and all Kentucky Courts.

Originally from the city of Villa Hills, in Northern Kentucky, Evan now lives with his wife, Allison, in Lexington, Kentucky.
